About CRUSL - Citizens for Responsible Use of State Lands

Citizens for Responsible Use of State Lands, or CRUSL, is a community-based, advocacy non-profit whose mission is to:

Protect local rights to control the appropriate and legal use of State Lands.

In Teton County, CRUSL aims to preserve the 640-acre Teton Village State Land Parcel near Highway 390 while generating significant revenue for the Wyoming Educational Fund. CRUSL supports the Jackson Hole Land Trust in seeking solutions for this land's permanent preservation. 

Protecting this iconic space at the entrance to Grand Teton National Park for ranching, recreation, and wildlife benefits both residents and tourists, who contribute nearly $50M annually in travel-generated tax dollars. 

CRUSL is currently litigating to reverse improper temporary use permits issued by the State Land Board, aiming to enforce compliance with state and local regulations to safeguard public health and safety.

CRUSL Advocacy

CRUSL is involved in two legal challenges stemming from the improper issuance of Temporary Use Permits to private commercial entities on 90 acres of state trust land along Highway 390. Both legal actions aim to require the permittees to follow local rules and regulations rather than asserting that the State’s sovereign immunity extends to them.  Practically, this means that protecting local control at the county level will safeguard public health and safety by requiring adherence to Teton County commercial building codes and land use regulations.

Teton Village Parcel

The Teton Village State Land Parcel, or 390 site, is the beautiful open grazing land along Highway 390 on the approach to the Jackson Hole Mountain Resort and the southern entrance to Grand Teton National Park.  Unregulated development on 90 acres of this site has created not only negative visual impacts but also environmental impacts at the headwaters of impaired Fish Creek. 

CRUSL envisions this entire 640-acre parcel as remaining open grazing land with opportunities for public access for cross-country skiing, walking, fishing, and wildlife viewing.
